Maurice Gosfield [d.1964] did the voice of thsi guy before doing the voice of his "Bilko" Pvt.Doberman as Benny the Ball in H-B's "Top Cat"..

I'm not sure? But the voice of the cop..who gives"Grateful Gus"..the pesty tramp his reward monies..maybe..Jackson Beck...who may also be the voice of the radio newscaster?

@John80220 Anyway, I don't know who scripted this one Madcap, yet what is really interesting is that the voice of Popeye, Jack Mercer, is also equally talented and versatile, not only as a voice actor, but he also scripted most of Famous Studios' shorts, Modern Madcaps, Popeye (!), and Casper the Friendly Ghost among them. But what's really amazing is how well the production design still holds up, half a century later, ranks right up there with Chuck Jones' visual style.

@John80220 Also, if you don't count the fact that all the other Madcaps after Tendlar were directed by Seymour Kneitel (son-in-law of one of the Fleischer brothers, Max or Dave, I forgot which). Anyway, both the Fleischers and Kneitel had started with Koko the Clown and Popeye in the 1920's and 30's, respectively, and then continued with Popeye all the way into the late '50s, adding Harvey Comics' characters (such as Casper the Friendly Ghost and Herman the Mouse, the latter voiced by Stang).

At 4:24, to quote Prof. Calvin Q. Calculus from the the 1955 Warner Bros.' short "The Hole Idea": "Serves him right; crime doesn't pay" LOL (Hilariously funny, yet how true both here and in the Madcap, though.) :)

Dave Tendlar's last cartoon for Paramount before moving over to Terrytoons. Story by Irving Spector and Gus' voice is Maurice Gosfield, Pvt. Duane Doberman from "The Phil Silvers Show" when this cartoon was made, and later on Benny the ball in Top Cat, Hanna-Barbera's 'borrowing' of the Sgt. Bilko plotline (and where Gosfield would be paired with Famous Studio's more-famous voice artist, Arnold Stang.
