China's unwillingness to engage in talks may indicate the mood of the discussions. It's only because of international pressure and financial reasons they have made this positive step Hopefully it will be constructive. China has an opportunity to redeem themselves. If China is amicable enough they can make history by proving to the world they have enough compassion to solve the Tibet issue. My fear is that there should a mediator.
