Re-painted and recoated more than a couple of times, the painter wished to balance a certain ethereal, surreal, weird, magical or eery atmosphere or ambient. Anarchy as a goddess is waking up from a deep dream or trance together with another creature resting on her shoulder. Anarchy is rising pregnant (see the over curved belly), in contrast with the dark (almost black) background. The background is cosmic: the eternal night of outer space, where a moon is also rising on the upper right angle.
An angel, outlined below the figures, is holding a torch and dynamically pushing them somewhere else.

In this weird Utopian (or dystopian for some, according to approaches) World:
1) Anarchy would not rule, anarchy would not reign, Anarchy would not govern.
2) Some powers would return to their grass-roots, in the sense that their majority ethnic populations will take control. So in the "USA": black populations would return to their roots, not in a physical but spiritual sense. Moved by solidarity and not by greed, trespassing their nationalistic boundaries, the black élite and mass population would aim at a policy targeted on close solidarity with Africa. Similarly, the growing "Hispanic" population would grow even more, as more lands in the "USA" become free for their countries of origin. This would entail: open borders to all immigrants being claimed by their settled fellow country men. And similarly, moved by solidarity and not greed, trespassing all rights and duties of citizenship as previously understood, their policies would walk hand in hand with the other Latin American populations. "USA" 's history will for ever be changed, and their mission: For the first time in their history perhaps, this new country would not be a hindrance to development of the countries it has only exploited so far.
3) Any other ethnic minorities would act moved by similar goals.
4) The so-called problem of China's overpopulation: This could be solved under Anarchy, thus: the unpopulated lands of the "USA" will become open to immigration more or less as imagined above.
5) There would be no army, or only if devoted to rescue efforts in view of Climate Change.
6) There would be no arms trade, no guns manufacturers, no arms manufacturing. No nuclear programmes, no nuclear waste. Oil would lose its power.
7) Car manufacturing will become very closely controlled and obviously cut down.
8) Aviation for military purposes would disappear.
9) Any other plans for rearmament would be stopped.
