The action was carried out by commando units of the Ministry of the Interior of the Republic of Croatia. On 31 March 1991, under command of the present head of the General Staff of the Croatian Armed Forces of the Republic of Croatia, General Josip Lucić. Their task was to restore order and peace in the region of Plitvice occupied by terrorists headed by Milan Martić who wanted to annex the National Park Plitvice Lakes to the so called SAO Krajina (border-land). A column of Croatian commandos moving towards Plitvice and tasked to put the situation under control, was ambushed in the vicinity of hotels at Plitvice. A member of the specialist police forces of the Ministry of the Interior of the Republic of Croatia Rakitje, Josip Jović was killed and seven members of the units were wounded. Nine terrorists among whom heads of SDS Goran Hadžić and Borivoje Savić were arrested in the action that was successfully completed by the Croatian police commando. The Croatian police forces left Plitvice after establishing the police station at Plitvice. Although limited in its character, it was one of the first actions of the Croatian commandos unifying all past actions with its positive effects. Death of the first Croatian policeman gives special importance to it. This event announced that the battle for Croatian freedom and independence would be difficult and bloody. Later events confirmed that.
