@hellian1975 the arbiter in halo 2/3 is ThelVadam as im sure you know and Thel was the elite in halo 2 that helped johnson stop tartaurus from activating halo if you watch the cutscene where he gets the arbiter armor i forget who but someone talks about how it was his fault that halce/1's halo was destroyed it is a really cool tie in but im sure you already know a lot of this

@transdrago101 Its not a random Arbiter, Arbiters were actually common in the covenant, they frequently blamed their generals for losses, so they would have a new arbiter every once in a while. Hope this helps.
