OK, I try to translate it to the best of my abilities:
1st man: "You see me standing here; I'm here voluntarily, without unbeknown to the race management. I'd like to protect the horses from fanatics. Actually, my hands look little suitable for that, but, [out-and-out has to go and it will just work]"

for the non-german viewers -
Basically the animals are to be protected from fanatics, in this case an old bavarian guy with a strong local dialect. The people who protect the animals resemble the back then modern voice of maybe the hippie- or peace movement and the old guy resembles the konservative nazi voice of the nation.
The statements are kind of comically hopeless cliche gibberish.
Well, I could have described it better though...
All in all, nothing to get too exited about.
