Mistico verbally submitted the fall not long prior to this, and Guerrero nailed this move anyway, resulting in the referee giving Mistico the fall.

So, why did Guerrero try to pin him, then get angry when the ref told him about? Or was he just being a dumb heel?

Guerrero was on the floor when Mistico gave up the fall. He came back in and the ref tried to explain that Mistico had given it up, but Guerrero ignored him and nailed the move anyway.
