There is a little assembly required. Everything is set to be put together and the glue is included. Follow the instructions. Its very simple.

im think of buying it but the one i used in my class was a little different
it was staked to the ground with a pull pin..
is this one like that?

It can be staked to the ground if you want. I've attached mine to a 2 ft x 2 ft board and used cable ties to anchor it. It doesn't take much to get the trigger pipe to release. I purchased a cheap pulley from Lowes and attached it to the launcher. This way you can stand far back and pull the string towards you while it pulls the trigger pipe down releasing the rocket. I've seen the ones with the pull pins. Did it include a rubber stopper as the seal? These don't compare.
