Your point is well taken that immigration laws are stuck in a time warp. But that's Congress' fault, not the employees of CIS. They have to follow the laws on the books. If we want change, we've got to get Congress to act.

So cool retro 80's look, music, intruments and functioning process. On a serious note feel sorry for the thousands who wait over 5 to 10 years for any response fom newly named INS.

Actually, i would not be surprised that this is how the actual place looks like.
With applications taking YEARS! to process(!!) one can only wonder what goes on in there.
Unfortunately, no one cares about the educated, legal immigrants. Just imagine what would happen if getting a driver license from your local DMV would take 7 months.
