No proposition (but one) is a fallacy as long as a qualifier leaving yourself an out is attached to it. Thus the "often".

Also, we CAN control our own emotional state by the selection of activity we choose to engage in. Anyone who thinks they cannot choose their emotions, or, rechoose them when they start heading in an unconstructive way, I feel sorry for, because it means you are being controlled, and "owned" by them, rather than vice versa.
