Wesker. He met Wesker, who ordered him to pretend to spy for Saddler and steal Las Plagas. Ada did it better, though.

@TheAmazingGodOfWar He was discharged from the army due to his arm injury. He felt betrayed by this and sought out a means to restore his arm. In the process he met Saddler whom gave him the means to restore his arm and in return he became loyal to Saddler. Krauser is a soldier, thus loyal to his employer, regardless of their agenda.
