It's called bump drafting. The guy in the front goes the slowest because he hits the wall of air first. Then everyone behind him can ride in his slipstream (like drafting in nascar) But then because the people in the back are going faster they ride up and give him a push to speed up, which allows them to speed up, which allows everyone to haul ass downhill!
