Actually, they changed that after the USSR collapsed, due to the Soviet Union not existing. The USSR dissolved in 1991, and Captain Planet was produced from 1990 to 1992. Therefore, midway through, they changed the script. Not a political decision.

One of the Worst superheroes ever in my own opinion. Seriously, what kind of power is heart? Oh yeah heart will save you from falling buildings, and toxic waste. XD I used to like this show as a kid. Used to.
