Ramifications for the individual who failed to fill it out, may render them liable to a fine, if a prosecution is brought forward.
That's what the visits are for, to ask why they haven't filled them out, and warn that prosecutions may go head.

Fear not good people, the census officer does all the hard work for you, he states at 1:29 in this vid that "YOU HAVE THE RIGHT TO REMAIN SILENT" so therefore you have the right not to tell him/her or anyone anything about anything ever if you so desire!

When `they` knock on my door I just deny being the owner. I tell them my name is Robert soul ( Mr. R. Soul), That I am doing some decorating for the owner . If they ask who the owner is I say that I cannot reveal other peoples details for legal reasons. If `they` ask when the owner will be back , I just repeat the same fucking thing . Then it`s Bye , I am very busy . I do not give out information to nobody. It`s that simple. Thanks

@kevrs2 in Scotland the bin men can check your bins and leave them if to heavy ,or overfilled , and you can be fined for recyclables found in the wrong bins
