11/11/2003 - Rather than down-powering the reactor and taking the the plant off the grid to safely make repairs,
FPL management decided to attempt to isolate a reactor
coolant steam leak at power to avoid losing production.
Two employees were encouraged to enter a radioactive steam plume without appropriate personal protective equipment (PPE) in an attempt to isolate the leak.

It should be noted that FPLs monetary bonus structure has
an informal, unwritten component where employees who
significantly assist in extending production of power
generation are lucratively awarded.

Executive management on-site directing the operations were:

Mark Warner - Site Vice-President (no longer at Seabrook
Station, but still an FPL executive)

Gene St.Pierre - Station Director (still at Seabrook, and
promoted the Site Vice-President)

Mike Kiley - Operations Manager (now the Turkey Point Station Director)
