The answer is probably as simple as, "Public Education isn't funded well, and lacks in quality because of it." Not the most eloquent way of saying it, but it's much better than what she went with. It feels like someone coached her on some "intelligent-souding" things she can say, panicked, and just ran through the list.

yes she may seem dumb on a first look but on a second thought, that's a really tricky question. I mean I probably can't come up with an answer right away either because I don't even believe 1/5 americans can't locate their country. Perhaps the answer does take some thinking and isn't so obvious after all.
