Good question. There are two reasons: The first is that is stops lots of rope falling onto the floor and so reduces wear on the ropes. The second is that having a lot of bellrope by someone's feet is potentially very dangerous.

Incidentally, the 2 ringers standing on boxes are ringing the 2 largest bells. These bells have larger wheel to match, and so need more rope to go around the wheel.

why do some people have to stand on boxes? why not give them longer ropes?
