"Conquering" societies is always a policy of following the ancient elite supported military system of "slave states", enslaving the conquered keeping them poor, denying any roads (restricting travel & communications) or social programs, controlling food, water & shelter and either subjugating or murdereing the conquered lands inhabitants.
The USA, a LEGAL colony of Britain, follows this "slave state" system today as the US is the military branch of "great" Britain.
