Talli here means O Mother. I am sure Sri Shyama Sastry meant that with all his bhakti Talli, more often than not means mother - goes with Tandri for father.
Syam Krishnuni sodhari kaumari Bimbaadhari Gowri Hemapaangi Lalitha paradevatha - These are devi's names, with Shyama Krishnuni sodhari meaning "Sister of Shyama Krishna"
Kamakshi ninnu vinaa bhoomilo prematho kaappaadevaarevaru unnaarammaa thalli - Kamakshi, but for you, who on earh would, with love, protect and save us, O woman
Note: Thalli - is a common way of referring to a woman in Telugu, like "amma" in Tamizh.
