Did you mean latch hook? I had a latch hook handy and was inspired by your comment to try it. The bar of the hook is rather skinny and I found I was unable to pull the loops wound over it--even loosely--over the thicker..um..hook enclosure (term?). I tried leaving the loops very loose, but I couldn't maintain consistency in the loop size. It turned out to be an unwieldy mess. Oh well, it was fun trying! Maybe someone else could try and post her results. Thanks tjw1963 for the techniques.

You could incorporate the stitch with tunisian crochet. You could work your main work on the crohook and have a second hook set up for the bullion stitch.
