Yes this is not neil hannon ( but he did the studio version).
here this is Christian Quermalet in this live one ( available in the live album " C'était ici " in which C.Quermalet plays drums)

This is not Neil, if you know his voice you can clearly see it's not his voice, even if it's a little similar. He does the studio version, and another live one, but this one isn't.
