What station did you hear this song on the Digital Music? It is a great song, I've heard this song for many years without knowing who the artist was and sure enough it was Basia

In 2009, after nearly 15 years, Basia, returned to the market with a fourth studio album, "It's That Girl Again," promoted the single "A Gift" on the U.S. market and the single "Blame It On The Summer". The album was released by independent record labels. First appeared in Japan March 11, after the United States March 24, then in Europe only in the digital iTunes store on 30th March in Poland without restrictions on April 17.

She is definitely from Poland in Europe, (but makes her career in the UK as far as I know).
