Brushing action is the foot without weight, closing (brushing as it passes) with the foot your standing on, more or less closing your foot while your in continuous motion... hense... "brushing" your feet. nyu36 is incorrect.

he means the action of the free foot on the spot turn. the foot is not lifted off the floor, it simply brushes the floor, with the toes.

Also watch how they draw in the toe of the free foot together, and then move it again to place the foot. You can see this clearly as they move from beat 2 to 3. Step on 2, draw/brush toe on "and" beat, then Step with that foot forward on beat 3. A "brush" is the action of pressing the toe of the free foot across the floor as it moves from together to a forward step.
