Arm guards. They're supposed to protect him from attack when he crosses them in front of him, and, if I remember correctly, they're also weighted for training. Like his scarf.

i don't think they're supposed to be wepons, i think they're restraights so that his arm muscles have to work more(kind like what i think the purpose of his ultra heavy cape is in later series) and i think that as when he got serious in the match against tyson he takes them off
