there is no C, C++ or any other platform based language in webdesign (exept one).

It's HTML, PHP, JS, CSS, MySQL, eventually Java, Flash, Silverlight, ASP, XML, ...

Photoshop and other skillz ...

You don't need to study, but you should. There are programs taht do some cool stuff on there own. But good websites are still made by professionals and not by a amateur with expressions studio or something.

how much of that C++ and html stuff do i have to know to become a web designer? do i have to study Web Development too?

html...all of it. C++, you dont really need it unless you're doing anything that crosses beyond the web (like software integration).
