Is that filmed in Japan? Sure doesn't seem like because:
a) Thare aren't any landfills in Japan - they recycle everything and what isn't recycled is incinerated.
b) The Japanese are very health conscious and clean society and wouldn't for a second consider transporting garbage in an open truck like that, allowing the wind to scatter everything.

garbage here. So let's clean our
streets before the raining season
