arent they afraid that some of those can catch fire and rain down burning plastic of what ever they are made of.

they are made of paper but the fuel cell is made mainly of a type of burning wax absorbed into a tissue wad . If they catch fire in the sky it's ok.
If they catch fire when holding them.... OUCH !

Someone over here must be releasing hundreds of these so called lanterns every week without being seen. And all over the world. They must of spent a bomb on them and enabled them to vanish and reappear in different places. And also travel fast and change directions.
