You could repeat that lie a MILLION times- @ 0645 (70 minutes before the PH attack) the USS Ward sank a Jap sub in US TERRITORIAL WATER- less than a mile from the PH entrance. BAKA! If US antiaircraft opened fire on Jap planes a mile from PH you would say the US started the war

Major General Ryukichi Tanaka originated the policy in 1940. (Sanko Sakusen in Japanese) Also known as General Order 575, approved by General Yasuji Okamura (and Hirohito) 12/3/41. See the works of historian Mitsuyoshi Himeta. Some measures included killing all males 15-60.

Although i don't know where you got the information, such a document does not exist.
Supposing it existed, Major General Tanaka and General Okamura must have been certainly executed as a war criminal. However, there is no such fact.

Gen. Okamura WAS convicted of war crimes; Gen Tanaka was an important witness at the trials- he helped protect the biggest war criminal of all- Hirohito

This is three warnings which Okamura gave instruction in to soldiers in November, 1941.
He is the person who strove for the public-morals cleanup of a Japanese army.
Three all policy is the mere propaganda by the Communist Party of China.

Look at Nationalist Chinese scources, as well as the memoirs of any Allied officer who served in China (Stilwell, Wedemeyer, De Wiart)
