Japanese Act on Punishment of Activities Relating to Child Prostitution and Child Pornography, and the Protection of Children
Article 2

Article 4

If you think loveless sex is a sinful act, then prostitution being illegal makes sense.
If you think sex should be an act based on mutual consent, legal prostitution makes perfect sense.
Guess what, in Japan; even if the assailant presumes the act was consensual; if in truth the victim never consented, the act is considered rape.

Article 177 (Rape)
A person who, through assault or intimidation, forcibly commits sexual intercourse
with a female of not less than thirteen years of age commits the crime of rape and
shall be punished by imprisonment with work for a definite term of not less than 3
years. The same shall apply to a person who commits sexual intercourse with a
female under thirteen years of age.
Note: Whether the female gives consent or not having sex with a female under 13y of age IS A CRIME under 177.

Article 176. (Forcible Indecency)

imprisonment with work for not less than 6 months but not more than 10 years. The
same shall apply to a person who commits an indecent act upon a male or female
ＵＮＤＥＲ THIRTEEN YEARS OF AGE.
