It sure is. A Grand Dutchy of Finland was not fully indipendent. It was under the Empiror, but the power of empiror was restricted by the finnish laws. So the only thing which was common to Finland and Russia was the Empiror as the leader of foreign policy. Finland didn´t have own foreign policy.

True enemies and commies to the state were deported to their homeland Russia. Like Otto-Ville Kuusinen (ridicilous puppet government in Terijoki later on). Finnish reds were working class and they were not Russian commies but wanted better salaries and living conditions. Never confuse facts with fiction. Finland stood as one nation nevermind the political beliefs in WWII.
