A friend and I both now want to know, what was this for or from? A concert of some sort? What is the song? Did she write it? Why is the title in English but the song sound like it was written to be in Japanese?
This video is for a concert. She used to sing as part of the group "Morning Musume." "Suppin to Namida" (the song title) literally means "A make-up less face and tear(s)" She didnt write it, the lyrics were written by Tsunku & the composition by KAN; however, it was basically written for her.
The song (in a nutshell) takes place after a broke up; she is moving out recalling all the memories. I'm not sure what you mean by the title, but only a few lyrics were in English (common for Japn songs)

そんなに歌上手くないし、
歌詞もセンスない。
てか、誰?
不管你騷的有多糟 多不適合你
我都永遠支持妳.....加油!!!
