Wow, that is cute. Either smiley coyote is purposely trying to fog up real science or he or she must not know this is just a transformer procedure at a power station. This is not HAARP. Infoseeker228 is speaking the truth.

oviously the person who made this video has no idea what the HAARP project is.That was just a stream of plasma still connecting the circuit that  opened because it was so strong.

It's a flashover (an unintended electric arc, as between two pieces of apparatus). Spectacular to see but normal.
