Duke Nukem stole it from They Live. Look at the year that Duke Nukem was first released, and look at the year that They Live was released.

They Live was released in 1988. Whereas Duke Nukem 3D, the one with the mutilated version of the quote, and plenty of other mutilated and stolen quotes from various movies, was released in 1996. 8 years after They Live.

Not gum. Bubblegum. There is a difference.

It's not "It's time to kick ass and chew bubblegum."

In the original quote, Nada would have walked in the bank, chewed some bubblegum, and THEN kicked ass.
Whereas in the Duke version, he would have kicked ass, then chewed "gum".
