Turkish Tatars, what is your problems? Nobody invited you.
When Russians talk about Tatars, they talk about REAL Russian Tatars and about Turkish Tatars, nobody ever knew Turkish Tatars, what did they do? But many people know Russian Tatars for many good things and inventions.

Usually in Russia and many other countries they go by blood/DNA or your ancestral origins. Lets say your ancestors were from China but you were born in Russia. Your passport and other official documents would say you are a citizen of Russia and were born in Russia . But people would never consider the person to be Russian because by their blood/DNA shows that their ancestral origins were Chinese. (This comment is for people who are totally confused with the discussion.)

It depends on what you mean by "Russian". If it is the nation, then, yes, she is not. But if it is the citizen of Russia, then she is Russian.
