The moving flare was accomplished with a long string attached to the balloon/flare combo. The perpetrators drove down a road, cut the string, and drove away.

FYI: I believe in UFOs, not in hoaxes like this one.

sometimes, they just hover in a windless patch of sky. the one that "caught up" just drifted on a breeze, which seemed to have the same direction by pure chance. remember the angles arent quite correct because of the height of the objects
