First, the Czech "pranksters" created this computer effect using computer animation programs (probably Photoshop, Maya, After Effects), then they somehow bypassed the countryside "web-cam" with their computer effect footage of the countryside being bombed . In reality, the EMP of a nuclear explosion would have rendered the video and broadcasting equipment useless lol. They were charged but found innocent by the courts. Just google "Czech nuclear bomb prank hoax" and you'll read about it.
They hacked into the camera, which was a weather camera that pans back and forth (as you can see), and recorded it for a few minutes. Then with that recorded footage, they created the special effects with special computer animation software, and then the hacked the camera again, and broadcasted the footage that they edited, instead of what the camera was actually showing, A really clever prank!
