I've just seen you other video too, this is known as Inertial Propulsion or Kinetic Propulsion. The key is to convert the force into linear force to produce lift because the device is pushing up again and again.

It's a good idea, but I think if you implement this device in an aircraft, the maneuverability of the aircraft or ship, will be very difficult to control.

There are better ideas, but your project it's ok.
