The Australian Navy does this aswell to illegal fishing boats and other boats that aren't where they're supposed to be. It's known as a "Shot Across the Bow". It's used to ask ships to stop/slow down/warn.

I'm just a fisherman, don't want to judge problems between Palestinian and Israeli but:
- "shot across the bow" is right if you have to stop a boat suspected of transportind drugs, arms, toxic...
- as a fisherman and a seamen when I see a military
boat shooting at an unarmed boat ("across the bow" IS shooting) for the only transgression of being where
she don't have to be I'm sure there something wrong.
