The 4449, an SP not UP locomotive, runs on oil not coal. I believe UP's 844 originally ran on coal but it now runs on oil...

Yes. 844 ran on coal but I think ALL UP steam engines (3985 and 844) run on oil. I know 3985 does.

What would you think of using propane instead of coal as the fuel?

Not enough energy content. A lot of cars would be propane tanks instead of passenger cars.
