I have the feeling he was told to stop several times by other officers and that is why there are two more waiting in the roadway waiting for his arrival. 7.4 on the landing though.

Except the cop next to him would have a gun. And as a rule, cops look out for one another. Even the really rotten ones. Which of course means they're all rotten, basically. But what can you do.
