"The past is a foreign country" is a quote from L. P. Hartley's excellent novel, "The Go-Between". Charlie was just paraphrasing this well-known quote to make a point, NOT giving a geography lesson.

He says 'it makes the past not only look like a different country but a completely different continent'. He's trying to get over the point that the past looks like something that is completely alien to the viewer like not understanding the culture or landscape.
