I watched the English dub version on BBC television as an eight year old in '88. Only recently finding the title to watch this clip. Even more haunting as I remember, with it being accompanied by this excellent score.

yeah my dad managed to download rare English dub version. its much easier to watch and follow the story and I enjoyed the film more I hate reading subtitles. Its hard to find but its out there somewhere.
well the only problem is that the music is not from the movie. It's a Morricone music known as Chi Mai from the Belmondo movie Le professionnel. Anyway the music is good, only it doesn't have to do anything with the Time Masters.
I remember seeing that movie on TV in Germany in 1986 (I remember that so exactly, because it was the first movie, I recorded with the VCR). Was a great help for me learning German - but the end is soooo sad.
