"Germany" had not become a lable of a country yet.
Vienna was a part of the Austrian Empire.
And the Austrian Empire became a member of the German Cinfederation between 1815 to 1866.
The Austrian Empire had very different borders to the later Germany. In fact, only around 1/5:th of todays Germany was a part of that Empire. It held parts or the whole of Hungary, Slovakia, Slovenia, Croatia, Polen, Czechia, Romania. Vienna became it's capital in 1804.

Why do they keep calling Mozart German? Wasn't he Austrian? Just because they all speak German it doesn't mean an Austrian can be considered German.
