Back in the Victorian era, we went around the globe claiming colonies for Great Britain. The 'flag' reference was that not many countries in those days were as developed as Britain and didn't have weapons to defend themselves against the onslaught so surrendered and let themselves be under British rule. This worked up until about the mid-20th Century when they decided they wanted to be independent from Britain and so to do this, they rebelled and got their own flags. Or something like that XD
