A crowded downtown (5) train is sent down the local track. It leaves. Another (5) train passes on the express track. Filmed at the 23rd Street/Park Avenue South station

Maybe another train was behind schedule and the 5 train had to be local to recompensate for that delay.

for some reason at that station, downtown express trains are quite slow

It's probably because trains are slowing down for the station at 14th Street. Either because there's a train that's about to leave, or just abbroaching the crossover just south of 18th Street.
