All the busses in Seattle run their routes in these underground tunnels? Where else is this done? Author said it's very rare but that there are a few cities that do it.

I'm not aware of any city which uses a *bespoke* system like this. Which cities are you thinking of? Would be interesting to know.

It just said in the top notes up there that "one city" where the transit tunnels for busses were done was in Seattle. I wondered which other ones there were too.
