Well John Cale never could sing. Not even 50 years ago when he was young. He had the famous limited range that makes it seem more like he was reading poetry than singing. But the song was nothing for 8 years until John Cale did his cover. Now, people are going back and appreciating the Leonard Cohen version, but for the most part they would have never heard of the song if it wasn't for Cale. I understand that there are over 200 covers of the song that have now been recorded.

It is a little like, Suzanne, one of the first Cohen songs.
Judy Collins and Harry Belafonte put "Suzanne" into the public consciousness. However, once people heard her sing it, they would go back and listen to Cohen sing it himself.

The strings are heard too much, and the voice contains excess of reverb, but the voice is very good.
