Worse still, he's within the QRP CW section. That's pitifully, woefully bad operating, and if contests were run as they should be, he would lose every point he scored below 7.04. I've had more than one good contact crushed by contesters ignoring bandplans, like thousands of others. It's time the national societies really dealt with this problem.
