In my mind, the aviator would be able to carry teamates as he flies, and drop them behind enemy lines. The passenger would still be able to fire his weapon, making the aviator a bomber, a gunner, or a rocketeer as he so chooses. He would also be able to drop off stealthed spies and buildings. His secondary weapon would be a WWII-style garand, which would allow him to pick off enemies from high heights while keeping a reasonably fair clip size and firing rate.
The Guard Dog isn't real. It was made by the Brazilian Valve team as a fake update. Look at the Engineer one; that's fake too, as sweet as a radioactive nail gun might sound

I say he should have.. Jetpack... duh a fast submachinegun mabey an EMP grenade? (temporarily disable turrets and other engineer stuff and also disables spy cloak/disguise if in the radius of the explosion) and mabey for the melee weapon... a small bayonet on his gun? :o

mabey the emp could also turn off Ubercharges?
