I think it's supposed to be Sun Wu Kong... but it's more of a shameful mockery and abuse of Sun Wu Kong... They made him into a propaganda tool...

In ancient China Sun Wu Kong was revered as a Buddha... So this little animation is kinda as respectful to ancient believes as the inclusion of Jesus in South Park. Well actually it's worse than South Park, cause at least South Park can hardly be considered Propaganda - but i think this animation qualifies... as the Communist Party uses it too.
